Chat while in cutscenes
This would be a great feature, as you could laugh at random things happening in cutscenes (like a jade armour boss beating up my mesmer while the vizier tells us to take the longer, harder and more timewasting path).
It might also solve some of that huge 'skip or no skip cutscenes' debate spanning many sub-forums and threads.
Not a big idea, but one worth considering i think

It happens way too often I get a whisper during a cutscene. Being able to answer straight away means the team won't have to wait for me to reply before we can go again.
Another thing I've thought about, kinda related, is messages received while portaling. Messanges received while going through a portal, or mapping, doesn't show up in the chat log. I've missed tons of messages this way.

yeah you just hear that ping, and wonder who it was from, and what about, but i think there would be severe lag if its during loading (at least on my hamster powered PC)

Well, during loading, it doesn't have to give that ping. You can get it after the loading is done. I just want it to record the message so you can alteast see what someone wrote.

I like it. just a little box in the black area of the cutscene animation would be all that is needed... This would allow people to plan out the next step during the cutscene if they wanted too... and allow whisper replys...

Or, if told to skip a cutscene, scold he who does not. ^_^
I don't mind re-watching most cutscenes, but this chat feature would be useful. A subtle box, if you will, ANet. I don't need some massive prompt taking up half the screen.
It's such a pain when you get a message after mapping/a cutscene. Because of such, I often hit the TILDE key (~) to open up the full thing and see if I missed a message.
It's also good for sharing laughs with the popular "an enemy beats up a character during a cutscene" bug, and for criticizing some characters' dialog.

I guess I don't mind anymore since I've seen all the cutscenes but in the past teams have been very bitchy about cutscenes but it was nice not being disturbed by them while watching. Last thing I would want while watching a cutscene for the first time would be a bunch of people freaking out saying "SKIP OMG SKPI SKIP!121". Sometimes I know there is a noob in group and I won't skip with them. I guess it would be a nice option but then I think it would also be nice if characters could watch movies over again or somthing.

One thing I really do hate is people saying "skip cutscene" right before every cutscene. Just because they've seen it, doesn't mean all others have (and still, I have seen them all). When someone says that, I usually don't press it just to piss them off. If nobody says anything, I'm still usually one of the last ones to press Skip simply to not put any pressure on any new guy we could have on team.
Still, chat mid-cutscene would be nice. I mean, if you get spammed with skipping, there's always the filter buttons.

when someone says skip cutscene, it usually means that they're an MM, or in the case of later missions such as ice caves, it gives you a short headstart over the first group of mursaat.

It would be nice to draw attention when your only monk is getting pounded on by a minotaur at Elona's Reach while the ghost tells you the story.
Or in the case of a minion master trying to save some of his precious followers from decaying into nothing.
But I too, like Joh, am usually one of the last to skip so the first time through don't feel pressured to skip and miss the story.

People who had watched this before have no right to disturb people who had paid same amount of money to enjoy the game while they watch cutscenes.
I suggest a better system of friend list that allow your friend to see what sort of is going on. Such as if you are in cutscene, you will automatically be listed as "cutscene"; or perhaps that you are on a PvP field, it automatically display "PvP" next to your name.
I also suggest that if chat were to be enable in cutscenes, only guild chat are enabled. If a guild mate disturb you during a cutscene, you can deal with it in your own guild.

I think it would be great to have a chat window in cutscene. If u didn't want it u wouldn't see anything but movie. But if it was there for example: all of a necros minions wouldn't die if people had a chance to say, "please skip."

At end-mission cutsenes, when you press skip, you should get a prompt asking if you would like to leave your party. At that point, you would be zoned dirrectly to the next mission/town/outpost.
